Our verdict
Utrecht for a full day, Haarlem for a morning.
Utrecht has more to fill a day: the Dom Tower climb at € 13.50, open daily, plus canals with cafes on the lower quay, for five to seven hours in all. The train takes 23 minutes and starts at € 10 each way. Haarlem is closer and cheaper, 15 minutes and € 5.50 each way, and three to five hours covers it. Pick Haarlem when you only have half a day or when painting matters more than a view, since the Frans Hals Museum costs € 18.50. Avoid Haarlem on a Monday, when that museum is closed.
